The version w bones in skirt will take some trial n error to get the best physbones. There will most likely still be some clipping issues w skirt due to it having bones.

I do stress testing for weightpaint/rigging in both blender n unity, but since i cant account for every single movement there may be small weightpaint issues i have missed.
